Duties & Responsibilities: The SAP (Special Access Programs) Security Specialist assists in conducting preliminary and final reviews of statements of personal history and related data prior to initiation of background investigation procedures. The SAP Security Specialist reviews completed background investigations of individuals who would occupy positions where a determination of suitability for employment or access to classified information is required. The SAP Security Specialist completes other duties as assigned.

Requirements:

Security Management (5%)

• Security SOP & OIs. Develop and maintain comprehensive SOPs and OIs outlining the security policies and guidance for conducting STO, CW, AF SAP, SCI, ACCM and collateral classified activities.

• Self-Reviews. Perform comprehensive annual or semiannual self-reviews, as applicable, for STO, CW, AF SAP, SCI, ACCM and collateral security programs using the appropriate inspection checklists provided by the respective program's CSA and / or policy directives.

• Security Incidents. Identify, report, investigate (if applicable) and document security incidents (violations, infractions, and inadvertent disclosures) of 505 CCW and / or subordinate units STO, CW, AF SAP, SCI, ACCM and collateral classified activities in accordance with the provisions outlined in applicable security policy directives.

• Continuity Books. Develop and maintain comprehensive continuity books identifying points of contact, outlining guidance and procedures, and providing specific examples for executing the following security mission areas, as applicable: information security, personnel security, physical security, information systems security, COMSEC, OPSEC, industrial security, foreign disclosure, SETA, and systems administration.

• Exercise / Event Support. Assist in scheduling resources, manning, and planning required to support Wing-sponsored / hosted exercises and events. Attend planning conferences and meetings, participate in security site surveys, and interface with host-based offices to acquire support for event security.

• USM Handbooks, Documents, and Records. Ensure USM Handbooks contain all required information in accordance with local policy, and documents and records are readily accessible during security inspections.

• Facility Security Management. Provide Security and Facility Management functions IAW local policy. Maintain all records including SCI indoctrination, network accreditations, SCI Special Security Representative, and Facility Manager handbooks.

Information Security (INFOSEC). (30%)

• Classified Reproduction. Monitor reproduction / destruction equipment and provide guidance to all personnel on the proper procedures for reproducing / destruction of classified documents and materials.

• Classified Destruction. Provide guidance on proper procedures for the destruction of classified information.

• DCS / Accountable Mail. Manages DCS accounts and all other classified distribution systems such as the U.S. Postal Service, FedEx, or other official courier used to disseminate classified or sensitive unclassified information. Ensures DCS Form 10-R is reviewed as appropriate and coordinates shipping requirements with servicing DCS station; prepares packages and receipts for dispatch IAW applicable directives.

Personnel Security (PERSEC). (15%)

• Billet / Quota Management. Assist in the management of STO, CW and AF SAP personnel billets / quotas. Maintain applicable automated databases consisting of all billets / quotas allocated to 505 CCW and assist in the conduct of annual billet / quota revalidations.

• SAP Nomination. Conduct pre-screening interviews in accordance with DoD, Joint Staff, and AF policy guidance for all personnel nominated for STO, CW, and / or AF SAP access.

• Personnel Folders. Prepare and maintain PSFs for assigned personnel. Upon termination of clearance / access due to permanent change of station / assignment (PCS / PCA), retirement, etc., information maintained in the individual's respective PSF will be electronically archived within 10 duty days and all hard-copy documentation destroyed.

• Indoctrination and Debrief Paperwork. Upon receipt of SCI, STO, CW or AF SAP access approval (or subsequent debrief), prepare the appropriate paperwork and schedule time for the nominee to receive a formal indoctrination briefing and initial security training.

• Briefings. Perform indoctrination briefings, annual refresher training briefings, foreign travel briefings, and program debriefings, as required.

• Database Management. Continuously monitor personnel security databases to ensure access rosters are current and assigned military, civilian and contractor personnel maintain the minimum eligibility requirements outlined in established directives.

• Visit Notifications / Certifications. Prepare and forward, as appropriate, visit notifications / certifications for assigned military, Government civilian, and contractor personnel performing temporary duty at locations off station; and monitor similar visit notifications / certifications for visiting military, civilian and contractor personnel.

• Security Clearances / Investigations. Ensure assigned military, civilian and contractor personnel have appropriate security clearances and investigations for positions held, before access is granted. Verify all clearance eligibility / access in DISS.

• SCI Access Requests. Assist in managing personnel security policies and procedures for obtaining and maintaining SCI access.

• Clearance / Access Termination. Ensure individuals that no longer require a clearance or access to classified information or facilities complete AF Form IMT 2587, Security Termination Statement and are properly debriefed and access is removed in DISS, when applicable.

• DISS. Complete electronic in-processing as owning agency for military and civilian personnel and servicing agency for contractor personnel. Update DISS for completion of a SF-312, Nondisclosure Agreement (NdA), for all personnel and document appropriate access in DISS based on eligibility.

• Restricted Area Badges (RAB). Assist to ensure commanders and designated personnel maintain proper area access to controlled / restricted areas covered by the host base RAB program.

• Records Management. Perform as record custodians for security files and documents IAW

Physical Security (PHYSEC). (35%)

• Facility Accreditation. Ensure SCIFs / SAPFs, collateral controlled / open storage areas, and Temporary Secure Working Areas (TSWA) comply with the physical security standards outlined in ICD 705, DoDM 5205.07 Volume 3, and / or all other applicable directives and established host base policies.

• EAP. Develop and maintain comprehensive EAPs for all SCIFs to establish procedures and outline responsibilities of assigned personnel for safeguarding classified information during an emergency situation.

• Facility Access. Provide oversight of entry control into secure facilities by controlling the movement of permanent party, students and visitors via electronic security systems and performing escort duties, as necessary.

Communications Security (COMSEC). (5%)

• COMSEC Duties. Perform daily, weekly, monthly, quarterly and annual COMSEC duties in accordance with applicable policy directives and established local procedures, as appropriate. Duties include operation, maintenance, and required reconfiguration of cryptographic equipment and keying material.

Security Education and Training Awareness (SETA). (10%)

• SETA Scope / Responsibilities. Provide direct support and assistance in day-to-day administration of the overall SETA program in accordance with applicable policy directives and local requirements.

• Other duties as assigned.

Knowledge, Skills, and Abilities (KSAs):

• Ability to work as a team member, communicate, perform office functions and use office tools, customer focus and deliver exceptional performance, and knowledge of SAP processes.

• Ability to contribute to and deliver security education and training

• Skilled in navigating SOPs and OIs outlining security policies and guidance specifically pertaining to physical, facility, and personnel security

• Skilled in facility security maintenance / oversight and supporting self-inspections

• Skilled in the SAP Nomination process and billet / quota management

• Strong knowledge of ICD 705 and DoDM 5205.7 Volume 3

• Knowledge of SAP processes and best practices

• Knowledge of DISS system to complete electronic in-processing as owning agency for military and civilian personnel and servicing agency for contractor personnel.

• Knowledgeable of applicable policies and directives governing information security, COMSEC, SETA, industrial security, OPSEC, and foreign disclosures.

Minimum Years' Experience: 7 year's relevant experience (2 specialized)

Minimum Education: Bachelor's Degree or equivalent

Preferred Certifications:

Department of Defense Security Fundamentals Professional Certification

Special Program Security Certification

Security Asset Protection Professional Certification
