This position serves as the Web Application Technical Architect responsible for providing leadership and direction to highly technical professional staff and consultants responsible for the development and maintenance of highly complex data processing assignments supporting critical Department of Human Services (DHS) Web applications. In this role you will analyze and coordinate the complex interfaces of all the Web Applications and Systems as well as design and write complex custom software unique to web-based application systems development. Essential Functions

25% Under administrative direction, serves as the Web Application Technical Architect for the Department of Innovation & Technology (DoIT) supporting the Department of Human Services (DHS):

Provides leadership and direction to highly technical professional staff and consultants responsible for the development and maintenance of highly complex data processing assignments supporting critical DoIT/DHS Web applications.

Supports the day-to-day technical support functions with primary focus on web-based application processing and additional attention to mainframe applications.

Coordinates the establishment of procedures to document, monitor, and evaluate the performance of work assigned to the web-based applications section.

Manages the Web Systems Section in the absence of the unit supervisor.

20% Analyzes and coordinates the complex interfaces of all Web Applications and Systems:

Independently makes decisions concerning the systems within policies and procedures as established.

Prepares detailed specifications to identify the system, file, data requirements, and final report layouts utilizing Mainframe system requirements, using JAVA, RAD, DB2, MS SQL, COBOL, VSAM, JEE stack leveraging, WebSphere, .NET, Visual Basic, C#, Rational Application Developer, and other web-based languages and tools. etc.

Maintains and develops follow-up reports to assure quality and integrity of the system.

Confers with various users to implement new and/or changing initiatives.

Coordinates and conducts the designing, coding, testing, implementing, and maintenance of Web based applications.

15% Serves as project leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data:

Offers technical guidance for staff to follow for completing assignments.

Interprets and explains policies and procedures.

Monitors project/team work to ensure quality assurance and control measures are applied.

Essential Functions (Cont.)

10% Designs and writes complex custom software unique to web-based application systems development:

Reviews and tests specifications written to ensure accuracy.

Codes the most difficult and complex computer programs.

Evaluates and tests leading edge technology to determine the impact on DoIT/DHS and the Web Application Units.

5% Interacts with DHS Executive Staff and management:

Develops follow-up reports for the monitoring of the applications and the projection of cost programs including the documentation of conceptual/general and detail designs.

5% Reviews and participates in the system testing, pilot runs, and production parallel system operations:

Participates in training of user staff.

Coordinates system implementation with facility personnel.

5% Provides the necessary analysis and programming skills to complete user special requests, which includes clarifying user requests, developing programming specifications, and coding programs:

Confers with users to determine information needed.

5% Reviews current software and hardware to evaluate the benefits of implementations:

Develops and recommends new procedures and techniques to improve the effectiveness of the systems.

5% Keeps abreast of new developments in the Information Technology (IT) field:

Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.

Attends demonstrations and exhibitions related to assigned operations

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.

Requires five (5) years of professional experience in application development or a related Information Technology field.

Specialized Skills

Requires five (5) years of professional experience with web-based application development including using JAVA, WebSphere, .NET, Visual Basic JEE stack leveraging, or other web-based technology, languages, and tools.

Requires five (5) years of professional experience performing complex and technical systems and business analysis of applications, including hands-on coding and testing for the maintenance and utilization of critical application systems.

Requires five (5) years of professional information systems development experience utilizing web development tools (Java, .NET, RAD, DB2, MS SQL or similar tools), for a public or private organization.

Preferred Qualifications

Five (5) years of professional experience with web-based application development including using JAVA, WebSphere, .NET, Visual Basic JEE stack leveraging, or other web-based technology, languages, and tools.

Five (5) years of professional experience performing complex and technical systems and business analysis of applications, including hands-on coding and testing for the maintenance and utilization of critical application systems.

Five (5) years of professional experience with information systems development utilizing web development tools (Java, .NET, RAD, DB2, MS SQL, or similar tools, for a public or private organization.

Five (5) years of professional experience designing and writing complex custom software unique to web-based application systems development.

Three (3) years of professional project management experience including leadership, coordination, and consultative techniques.

One (1) year of professional experience integrating with mainframe tools (COBOL, VSAM, DB2) and performing systems analysis and/or business analysis for a public or private organization.

Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.

Developed verbal and written communication skills to present technical information to others with clarity and precision.
