Required Qualifications: Per Civil Service Standards and Specifications. Must have taken and passed the specific job related Civil Service Exam and be reachable on the appropriate Civil Service list. The Civil Service list for this position might provide insufficient acceptors, therefore, a non-competitive appointment may be made through the NY HELPS Program (**see "Special Notes"). To qualify for this position through the NY HELPS Program you must meet one of the following requirements:

Either 1. Current New York State Employee and have one year of permanent non-competitive service as a Motor Vehicle Operator or Bus Driver;

OR 2. Three years of experience in the management or supervision of fleet operations or daily dispatching of motor vehicles from a pool of at least 30 vehicles;

OR 3. six years of experience overseeing the maintenance of motor vehicles and keeping records and reports of that maintenance from a pool of at least 30 vehicles.

Substitution: You may substitute a High School Diploma or a High School Equivalency Diploma issued by an appropriate educational authority for two years of the experience described in #2, or four years of the experience described in #3.

Must have, keep and maintain a valid NYS Commercial Driver's License Class B with Passenger, School Bus and Air Brake endorsements and be able to be 19A certified as required by New York State DMV; have a motor vehicle record which is free from major violations or a pattern of repeat violations Out-of-State Applicants, see "Special Notes"). Appointment will be contingent upon proof of identity and eligibility for employment and successful completion of pre-employment testing for controlled substance use as mandated by the Federal Highway Administration Omnibus Transportation Act of 1991. Please note that employment cannot commence until notification for successful completion of this pre-employment testing is received. Must comply with the Omnibus Transportation Employee Testing act (drug and alcohol testing).

Preferred Qualifications: One year of experience as a Bus Driver and one year of experience supervising staff. Certified New York State 19A Examiner.

Brief Description of Duties: Transportation Supervisor 1 will plan and schedule the daily work assignments of vehicles. Prepare and maintain records of vehicle utilization, gas and oil consumption, mileage reports, and work orders. Transportation Supervisor 1 will be responsible for reviewing drivers’ reports of vehicle malfunctions and scheduling repairs and routine services. Responsible for supervising the transportation staff, scheduling normal and overtime work assignments, monitoring time and attendance, and preparing performance evaluations.

Plan and schedule the daily assignment of vehicles by determining which vehicles are available, reviewing advance requests, responding to two-way radio calls, and handling telephone requests. Coordinate with Disability Support Services to schedule para-transit transportation and coordinate accident support according to Department policy. Reserve vehicles for use by other University departments and outside organizations and coordinate billing for such services, as needed. Coordinate with outside vendors for service requests the Department determines they cannot fulfill.

Supervise bus drivers and administrative staff, monitor time and attendance, and prepare performance programs and evaluations. Ensure proper distribution of employee paychecks. Dispatch drug and alcohol testing and arrange/ monitor driver overtime. Keep an inventory of all supplies and order additional supplies as needed.

Prepare and maintain records of vehicle utilization, mileage reports, bus/ADA shuttle usage reports, and work orders. Monitor, log and arrange for fuel deliveries. Perform the necessary fuel tank inspections as required. Assist in the maintaining of the 19-A records for the New York State Motor Vehicles Department.

Schedule normal and overtime work assignments for all drivers daily, weekly, and charters.

Required to utilize University software systems, including SBU Smart Transit, in order to dispatch vehicles and supervise SBU Transit Operations. Utilize SBU Fuel Station software; Petrovend.

Review drivers’ reports of vehicle malfunctions. Confer with mechanics in order to coordinate the scheduling of required repairs and routine servicing. Track and coordinate required vehicle inspections.

Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes: This is a full-time position, 40 hours per week, Wednesday through Friday, 11:00 a.m. to 7:30 p.m., Saturday and Sunday 8:00 a.m. to 4:30 p.m. FLSA Nonexempt position, eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously. Mandatory rehire roster candidates have preference. Night and weekend work required. SG 11 Hiring Rate $46,306, Job Rate $56,743. This position includes location pay of $3,400, annually.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a noncompetitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments.

In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Essential Position: This has been designated as an essential position based on the duties of the job and the functions performed. Positions that are designated as such are required to report to work/remain at work even if classes are canceled, and the campus is working on limited operations in an emergency.

Seniority for promotion is the length of service in the Operational Services Bargaining Unit. Seniority applies to vacant non-competitive class positions in salary grades higher than the applicants grade. Applicants must meet the posted qualifications/job requirements, legitimate operating needs of the department and have the ability to perform duties and responsibilities satisfactorily.

At time of submission, candidates must include all relevant work experience and training/education information. Submissions failing to do so, will not be considered. Upon conditional offer, the State Classified Appointments Unit will ask for proof of relevant experience or training/education. Time and attendance, past evaluations, disciplinary history and the ability to perform the physical and supervisory aspects of this position will be considered as part of the selection process.
