About Us:

The Ohio Department of Administrative Services (DAS), Office of Information Technology (OIT) is seeking an experienced and motivated professional to serve as our IOP Senior Project Manager (IT Project Manager 2) for the Innovate Ohio Platform team within the Office of Information Technology at DAS.

Minimum Qualifications:

4 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.

-Or successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects; 12 mos. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation).

-Or 12 mos. exp. as Project Manager 1, 63381 or IT Project Manager 1, 63384.

-Or equivalent of Minimum Class Qualifications for Employment noted above.

What You'll Do:

General Project Management:

Manages multiple projects at any given time

Coordinate internal resources and third parties/vendors for the flawless execution of a project

Ensure that all projects are delivered on-time, within scope, and within budget

Assist in the definition of project scope, objectives, and requirements involving all relevant stakeholders and ensuring technical feasibility

Ensure resource availability and allocation to the assigned project

Develop a detailed project plan to monitor and track progress using the Atlassian project management tool

Manage changes to the project scope, requirements, schedule and project costs using appropriate verification techniques

Measure project performance using appropriate tools and techniques

Perform risk management to minimize project risks

Report and escalate any project risks/issues to the Project and Transformation Manager

Create and maintain comprehensive project documentation

Develop comprehensive project plans to be shared with IOP and/or state agency stakeholder as well as other staff members using the Atlassian project management tool

Provides updates on all projects to the Project Management Office (PMO) team during regularly scheduled PMO team meetings

Manage the relationship with the client and all stakeholders

Establish and maintain relationships with third parties/vendors

Responsible for continuous project management

improvement/training (Example\: Certified Scrum Master certificate/renewal, Professional Project Management Certificate, and any additional project management methodologies training identified)

Responsible and accountable for the documentation of all project work using the Atlassian project management tool

Acts as a Senior Project Manager for enterprise InnovateOhio Platform (IOP) projects which (both internal to IOP and external to State Agencies, Boards and Commissions):

Works with IOP Business Transformation Program Manager to manage staff development and that project management methodologies are followed throughout the project lifecycle

Acts as primary project manager on high priority/impact IOP enterprise projects

Leads medium to large IOP internal and external projects with executive leaders as the primary stakeholders.

Responsible for establishing and maintaining channels of communication between business, IT and other relevant stakeholders.

Identifies potential risks or blockers for projects and escalates them appropriately to the IOP Business Transformation Program Manager before issues occur.

Works collaboratively with all internal and external project teams to deliver successful projects using the IOP Project Management Methodology and other project management methodologies (Ex, Waterfall, Agile, Hybrid)

Manages multiple User Experience (website) and/or Identity

Projects

Proactively manages the IOP stakeholder customer relationship

Participates in DAS/IOP contract compliance (examples\: Project cost and deliverables)

Assumes accountability for all project executions, service delivery, and overall performance for assigned projects

Assists IOP in general project management functions

Provides regular updates to the IOP Business Transformation Program Manager on projects status, risks, etc.

Responsible for managing the full project lifecycle (planning, build-up, implementation, and closeout of the project)

Serves as backup to other project managers when necessary and appropriate

Serves as Engagement Lead backup when necessary

Serves as primary backup for IOP Business Transformation Program Manager

Continuous Improvement and Training:

Responsible for continuous improvement/training related to\: process visualization tools (MS Visio, etc.), project management skills (requirements gathering [functional and nonfunctional], testing [SIT/UAT testing], etc.), and project management methodologies (Agile, Waterfall, and Certified Scrum Master certification).
