Duties

The purpose of the position is for the incumbent to serve as an Information Technology (IT) Project Manager. The incumbent provides a variety of services with a specialty in IT product delivery.

The incumbent develops, implements, and/or oversees a variety of IT projects to develop, modify, or enhance a product, service, or system. The projects may involve new or emerging technologies. The incumbent analyzes, plans, designs, implements, documents, assesses, and supports the project management activities to align IT strategy, and systems with the mission, goals, structure, and processes of the organization.Duties Include:

Provides advice using technical IT product knowledge, methodologies, concepts, tools, techniques, and ways of thinking sufficient to assist in product or service development, from concept to delivery.

Provides technical advice to customers, identifies, and specifies customer requirements.

Performs complex analyses to identify opportunities for new or improved business process solutions, solves the most difficult technical problems, and develops cost estimates for new or modified systems.

Completes strategic IT planning for IT transformation using project management activities through conducting analyses, developing goals, objectives, and strategies, and in other strategic, business planning activities.

Develops strategies and methods, collects appropriate data, analyzes results, and provides specific recommendations for standards, procedures, and best practices for implementation.

Determines project objectives and sets priorities; anticipates potential threats and opportunities; and designs the project approach and executes against it.

Communicates and negotiates with both technical and non-technical personnel on technology issues and gives oral presentations and briefings on all aspects of the project to senior management officials on project status.

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement

IT-related experience demonstrating each of the four competencies as defined:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience:

GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained the public or private sectors) performing (3) of the (4) duties listed below:

Supporting senior project managers in the planning and execution of IT projects;

Planning, tracking, and reporting on the performance of ongoing projects;

Streamlining processes to ensure efficient progress of projects;

Gathering and analyzing customer feedback to improve customer experience.

GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained the public or private sectors) performing (3) of the (4) duties listed below:

Developing, implementing, and/or overseeing a variety of IT projects to develop, modify, or enhance a product, service, or system;

Identifying opportunities for new or improved business process solutions or solve technical problems;

Resolving problems or conflicts impeding progress to meet defined project goals and outcomes;

Building and maintaining processes that yield an improved customer experience.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
