Summary

This position is located in the Veteran Readiness and Employment (VR&E) division at the Atlanta Regional Office (RO). The VR&E Officer is responsible for all VR&E operations within the purview of the regional office. The efficiency with which the Management and Program Analyst carries out his/her duties directly impacts the ability of the VR&E Officer to provide the complete range of Vocational Rehabilitation and Employment services.

Duties

Major duties and responsibilities include, but are not limited to:

The Management Analyst (MA) is directly responsible to the VR&E Officer in several key areas. The MA serves as senior advisor to the administrative staff which is supervised by the Assistant VR&E Officer; is responsible for assisting the VR&E Chief and his subordinate managers/supervisors by performing in depth mission, process, and administrative systems analyses; serves as a project manager; and carries out a complete range of senior administrative support.

Coordinates the work of the "support staff" to the end that the manager is free from administrative details and able to concentrate totally on mission management. This includes administrative/program outreach to VR&E personnel in the out-based locations in Augusta, Columbus, Savannah, Tifton, Kennesaw State University, Fort Moore, Fort Eisenhower, Fort Stewart, and Robins Air Force Base. While this does not entail staff supervision, it does require the services of a recognized and proven expert in successful administrative management in a VBA business line.

The manager to whom the MA reports (VR&E Officer) serves as VR&E's Contract Officer Representative for the purview of the regional office across Georgia. The MA is responsible for providing administrative/technical support to the manager in this endeavor. This MA assists with establishing and monitoring contracts into the case management system and assists in contract monitoring and all other necessary actions.

Initiates, directs, coordinates, and conducts studies involving realignment of services, changes in organizational structure and methods of operations to promote efficiency and productivity. This includes conducting in-depth studies on the progress/effectiveness of the four major processes in the VR&E Program (personal contact, outreach, entitlement determinations, and employment placements). Results of those studies must be effectively reduced to written technical reports with accurate information and sound advice/recommendations for ensuring compliance with VBA standards for addressing the rehabilitation to employment needs of America's Veterans and their qualified beneficiaries. These reports must present viable solutions to problems in the areas of hands-on customer service, work flow, case management, staffing utilization, as well as the proper use of available resources. After review and acceptance by local VR&E management, these reports may be used by top station management in making decisions that have significant impact on business line operations. Work Schedule: Full-time, Monday through Friday 8:00AM - 4:30PM

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes basic qualitative and quantitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Specialized experience also includes skill in applying communication techniques sufficient to present plans and proposals convincingly. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary although some slight physical effort may be required.
