Summary

NIH is seeking a Scientific Program Analyst responsible for planning, coordination, and implementation activities for assigned research programs and the management and evaluation of grant applications.

Duties

Responsible for planning, coordination, and implementation activities for assigned research programs and the management and evaluation of grant applications.

Participates in the development of Program Announcements, Requests for Applications, and Requests for Proposals in areas of research.

Monitors the status of project applications and awards from peer review through post-award administration and produces documents and responses to requests for information required.

Assists in planning and execution of analytic research projects and researches the quality of methodologies and measures pertinent to the assessment and summarization of the research findings by grantees and applicants.

Analyzes and prepares the more complex aspects of these studies that require more sophisticated methodology.

Uses electronic databases to conduct programmatic analyses and advises program staff on issues related to the program, attends scientific review meetings, and communicates key issues to program staff.

Qualifications

EDUCATION REQUIREMENTS:

In order to qualify for a Scientific Program Analyst, GS-0601 position, you must possess a Bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

ADDITIONAL REQUIREMENTS:

For the GS-0601-12 Level: To qualify for this position at the GS-12 level, you must have least one year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: Monitoring the status of project applications and awards from peer review through post-award administration; carrying out assigned segments of complex studies covering a wide range of research topics; assisting in drafting technical reports, analyzing data from research studies, and publishing research findings; assisting the Project Scientist/Project Officer to support the management of research resources, technical administration and programmatic evaluation of funded grants; and serving as organization representative on various internal and external working groups and committees.

For the GS-0601-13 Level: To qualify for this position at the GS-13 level, you must have least one year of qualifying specialized experience equivalent to at least the GS-12 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: Conducting epidemiology-related health research; managing and evaluating grant applications; preparing comprehensive reports of study results; and identifying issues and making recommendations for program direction and priorities based on research data and analyses.
