The ideal candidate, at minimum, must have the following\:

OPTION 1:

Completion of undergraduate core program in social or behavioral science or pre-medicine;

AND

12 mos. exp. in delivery of social services or medical assistance in governmental, community or private human support services agency or medical provider.

Option 2:

Completion of graduate core program in social or behavioral science or medicine-related field;

AND

6 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider.

Option 3\:

Equivalent of Minimum Class Qualifications for Employment noted above.

Pay Information

This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 12. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $30.96 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.

Office of Legal & Acquisition Services

The Bureau of State Hearings under the Office of Legal and Acquisition Services conducts fair hearings and provides due process for appeals related to the program benefits administered by the Ohio Department of Job and Family Services and its state partner agencies.

What You’ll Do

Plans, evaluates, and directs one component of human services program (i.e., oversees administrative services necessary to support core functions of Bureau of State Hearings) and supervises staff assigned to one unit\: oversees pre-hearing resolution for human services program hearings (e.g., 88 State of Ohio counties; Child Support Enforcement Agencies [CSEAs]; Public Children Services Agencies [PCSAs]; third party agencies); formulates procedures and initiates processes to ensure accuracy of information entered by staff into the Hearing and Appeals Tracking System (HATS X); monitors staff compliance with established rules and guidelines (e.g., entry procedures; scheduling procedures; production reports); oversees maintenance and organization of related electronic or hard copy files (e.g., state hearing requests; records of hearing decisions; dismissals; federal reports; other related documents); obtains all relevant information from Ohio Benefits computer system necessary for completing appeal requests; collects data (e.g., daily and weekly for incoming hearing requests, changes, and disposition) and generates reports; oversees, creates, and utilizes complex hearing reports (e.g., Tableau) from established databases as required; creates reports, lists, and queries to obtain data necessary for operations and/or for federal hearing reports; provides technical assistance, training, and direction to Bureau of State Hearings staff on HATS X related training and technical assistance issues; provides supervisory coverage for other Bureau of State Hearings administrative support units (i.e., Request Initiation; Customer Support) as needed.

Oversees and creates complex hearing reports and queries for State Hearings, departmental and federal agencies as required; creates program statements using Structured Query Language (SQL) to extract, merge, update and/or delete data in HATS; uses SQL to automate hearing processes; creates reports, lists, computer programs and queries to obtain data necessary for management and federal hearing reports and to assist staff in monitoring timeliness, appeals pending and staffing needs.

Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

Performs other related duties as assigned (e.g., participates in and conducts staff meetings; travels to attend trainings and meetings; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Schedule\: Monday - Friday, 8\:00 a.m. - 5\:00 p.m.

Travel\: Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid drivers license.
