MHBE is accepting applications for a Small Business Programs and Producer Operations Business Analyst.

The Maryland Health Benefit Exchange is responsible for the administration of Maryland Health Connection, the State’s health insurance marketplace, under the Patient Protection and Affordable Care Act of 2010 (ACA). MHBE works with the Maryland Department of Health, Maryland Insurance Administration, Department of Human Services, and stakeholders statewide.

Main Purpose of Job

Under general direction of the Manager of Small Business Programs and Manager of the Broker Operations & Application Counselor Program, this position is responsible for supporting both managers in developing and implementing the day-to-day operational strategy, policies, and procedures of the Small Business Program and, for small business producers, the Producer Operations Programs. This position’s duties include assisting with implementation of the small business program, assisting with small business program data management and system support, reviewing small business producer authorization applications, developing small business producer communications, managing small business producer data, and responding to administrative inquiries and escalated issues from small business producers.

POSITION DUTIES

Small Business Program Implementation- 25%

Assist with the creation and implementation of policies, processes, standards, and procedures to support small business programs at MHBE.

Assist with conducting program and system reviews to identify areas for optimization and assess compliance with industry standards and regulations.

Assist the plan management team as needed to review carrier templates for completeness and accuracy, coordinate corrections with IT and carriers, and coordinate review of plan display and issuer testing.

Assist with training call center personnel dedicated to small business on responding to queries from employers, employees, and brokers.

Respond to program and policy questions from employers and brokers and direct technical questions to the appropriate areas.

In coordination with the MHBE Producer Operations team, provide policy and program guidance to small business producers, including assisting with developing system functionality job aids targeted at employers, employees and brokers.

Maintain knowledge of state and federal statutes, regulations, and policies pertaining to the small business health insurance market.

Small Business Data Management and System Support- 25%

Monitor metrics and reporting to demonstrate the success of the small business marketplace.

Generate reports using data from the enrollment platform to support departmental decision-making.

Monitor and assist with enrollment and payment data reconciliation between MHBE, carriers, employers, and a billing and premium aggregation contractor.

Resolve employer, employee, and broker issues with new enrollments and renewals.

Troubleshoot escalated non-technical issues, and route technical issues to the appropriate areas and coordinate to ensure resolution.

Assist with business requirements for ongoing improvements of the MHC for Small Business enrollment portal and input for the design, development, implementation, and testing.

Review Producer Authorization Applications- 12.5%

Review and approve producer initial and renewal applications for MHC for Small Business.

Work with producers to ensure that license is in good standing with the Maryland Insurance Administration. Additionally, ensure all application information is received in order to start the authorization process by MHBE. Notify producers of upcoming deadlines and authorization requirements.

Notify producers when documents are missing or incomplete.

Collect missing or incomplete information from the producers.

Producer Communications- 10%

Draft, edit, and disseminate essential communications to Authorized Small Business Producers System Updates Policy updates

Training reminders

Producer Data Management- 10%

Provide sets of data regarding Small Business Authorized Producers to a range of stakeholders, capture and process changes to Producer data.

Level 2 Producer Support- 10%

Act as a resource for Producer Support Hotline issue escalation as well as Producer administrative inquiries for Small Business

Back up/Assist Producer Operations Program- 7.5%

Serve as a backup/support to Business Operations Specialist for Producer Operations, when necessary, performing similar duties regarding application review & approval, communication, and level 2 support.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS

1. High level of technological proficiency, including working with large datasets and in Excel. Ability to learn new software applications quickly and with little training, and to work in a number of different software applications at once.

2. Excellent verbal and written communication skills with a focus on customer service oriented and problem solving communication.

3. The ability to work with a high degree of initiative and self-reliance and to coordinate tasks with other team members.

4. Knowledge of the Affordable Care Act and implementing regulations.

5. Experience in the health insurance industry or with insurance brokers.

6. Bilingual a plus.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
