Summary

This position is located in a West Virginia office in USDA/Rural Development (RD). The incumbent serves as a Supervisory Loan Specialist (Realty), administering loan and grant programs designed to provide very low-, low- and moderate-income rural residents with housing through insured.

This position is not remote or virtual. The employee will be expected to report in person to the assigned duty location.

Duties

Ensures that loan/grant requests are processed, approved, and closed in accordance with Rural Development regulations.

Ensures that allocated funds are used expeditiously and prudently and using knowledge of the funding cycles and availability of National Office reserve and set-aside funds and pooling, assures the state receives funds to meet its program priorities.

Provides leadership in implementing the community development principles of the Rural Development mission area.

Identifies public and private programs and resources that could further the community development program and help meet the needs of Rural Development customers.

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities,

Successful completion of one-year probationary period, unless previously served.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: Experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.

There is no education substitution for the GS-13 grade level.
