Duties

The Law Enforcement Safety and Compliance Directorate (LESC) is dedicated to optimizing the safety, readiness, accountability, and operational performance of CBP law enforcement personnel. This position will serve as the Deputy Executive Director of the LESC. In this position you will be developing the use of force policy, maintaining appropriate controls and standards, and supplying the highest quality education and training, weapons and other officer safety equipment. This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10)

Major duties include, but are not limited to:

Exercising broad management direction and oversight of the organization, making major decisions on projects, program emphasis and division of resources.

Conducting long range planning to meet future objectives and determining the need for coordination of necessary organizational changes.

Representing the agency, exercising significant authority in meetings with multiple agencies to coordinate joint enforcement efforts and to advise higher ranking officials.

Setting priorities and preparing schedules for completion of projects.

Determining goals and objectives that require special emphasis and determining the best approach for resolving budget shortages.

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

Planning and organizing operations to ensure overall objectives for identifying and apprehending persons engaged in the smuggling of people, narcotics, and other illegal contraband by watercraft, vessels, and vehicles.

Coordinating and supervising marine interdiction activities with internal agency components and other federal, foreign, state and local law enforcement agencies.

Setting priorities and assigning law enforcement personnel and watercraft to marine enforcement missions.

Formulating and developing work plans for marine interdiction personnel.

Secondary LEO Covered Position: This position meets the eligibility criteria for law enforcement officer (LEO) retirement under both the Civil Service Retirement System (CSRS) and the Federal Employee Retirement System (FERS). To qualify for secondary retirement coverage, you must move directly from a primary/rigorous position to a secondary LEO position (without a break in service exceeding three days) and have completed three years of service in a primary/rigorous position, and, if applicable, have been continuously employed in a secondary position(s) since moving from a primary/rigorous position, without a break in service exceeding three days.

You must:

Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and

Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/24/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Polygraph Examination: The Supervisory Aviation Enforcement Agent position is a polygraph-required position. If you are not a current CBP employee in a law enforcement position, you may be required to take a polygraph exam and have favorable results in order to continue in the pre-employment process. Polygraph Reciprocity: CBP may accept the results of a prior federal polygraph exam in lieu of a CBP polygraph exam. You will receive information to request reciprocity in your Background Investigation Package.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

Working for the U.S. Government as a federal civilian or as a member of the military

A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government

Participation in a study abroad program sponsored by a U.S. affiliated college or university

Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one-year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Additional information

Temporary Assignment: To meet agency needs, this position will be filled on a temporary basis not-to-exceed 3 Years, with possible extension(s) for an additional 2 years in 1- year increments. Based on applicable laws and regulations, you may be returned, at any time, to the position from which temporarily promoted, or to a different position of equivalent grade and pay. If you are currently a permanent GS-15, you will be laterally reassigned into this position and may be returned upon completion of the assignment or at any time it is determined that there is no longer an Agency need for this assignment, to the position held prior to this NTE assignment or to a similar permanent position. Return to your original location will be prioritized but is not guaranteed. Applicants who currently hold a permanent position at the advertised grade level will be referred for consideration through an alternative method. At management's discretion, the selectee may be permanently placed into this position without further competition.

Leadership Training: All newly appointed GS-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in-residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Law Enforcement Availability Pay (LEAP): You must be readily accessible to work on an unscheduled basis in excess of a 40-hour work week and will receive extra compensation.

Medical/physical: Successful candidates must meet the medical standards and physical requirements for the position. Any medical or psychiatric condition that could affect the ability of the individual to safely and efficiently perform the functions of the position may result in medical disqualification. Medical standards and physical requirements may include, but are not limited to, vision, hearing, and lifting requirements. Determinations are made on a case-by case basis.

Federal Law Enforcement Training Center (FLETC): You must have successfully completed relevant Federal law enforcement training at the Federal Law Enforcement Training Center (FLETC) prior to entry into this position. Entry-level training for Air and Marine Agents, Border Patrol Agents and Criminal Investigators meets this requirement. Supervisory.

Probationary Period: You may be required to serve an 18-month probationary period upon appointment.

Security Clearance: You may be required to obtain a Secret or higher level clearance for this position.
