Summary

Serves as the Director, Office of Budget, Office of the Chief Financial Officer within the Federal Highway Administration (FHWA), Department of Transportation (DOT). As such, is responsible for the formulation, presentation, and execution of the budgetary operations of the agency. The Director of Budget serves as advisor and consultant to all levels of FHWA management on budget matters.

Duties

As a Supervisory Budget Analyst, you will:

Be responsible for planning and directing the formulation, presentation and execution of the FHWA budget in conformance with the DOT as well as Office of Management and Budget (OMB) requirements and criteria.

Serve as the technical authority on budget formulation and execution for the FHWA and applies a full range of knowledge and skills in tying together the budgetary work of program managers, subject-matter experts, staff officials and subordinate budget analysts.

Advise and inform top management on the implications of expansions and curtailment of programs; attitude and interests of congressional committee members; and national economic trends affecting resource availability and the impact on long-range planning and forecasting in the phasing of work programs.

Work with budget officials of the DOT, OMB and staff members of the congressional appropriation committees to assist in their review and understanding of FHWA programs and fiscal resource proposals.

Coordinate assignments and review completed work with team leads. Direct team leads and staff in the development of the formulation and execution of the FHWA budget.

The ideal candidate for this position is a mid-to-senior level professional who has extensive knowledge of all phases of the Federal budget process and has demonstrated strong leadership and communication skills. The ideal candidate has experience interpreting complex legislation and policy guidance, and analyzing the impact of legislative or policy changes on the budget and the budget process. In addition, the ideal candidate is skilled in effectively and efficiently communicating and briefing complex issues to peers, senior leadership, and external officials. The ideal candidate demonstrates an expert-level ability to effectively manage multiple tasks and competing deadlines.

About this Position: This is an obligated position. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed 6 months by a current permanent DOT employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

CONDITIONS OF EMPLOYMENT:

SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.

PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.

PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).

SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).

TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

Experience developing recommendations for senior officials/executives regarding various financial and/or management programs and practices to improve the way information is applied for decision making, organizational operations and/or the efficient use of federal funds.

Experience providing leadership and direction of all phases of the budget cycle, initiating, and/or conducting projects that cover a range of policy and/or program issues (e.g. legislative, policy, and budget review; legislation and regulation development and analysis; and formulation of policies, plans, or procedures for the implementation of new or modified programs).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

You will receive credit for all qualifying experience, including volunteer experience.
