Summary

This position is located in the U.S. Department of Justice, Office on Violence Against Women (OVW). The incumbent will serve as a Contracting Officer Representative (COR) responsible for providing basic analysis and advice on program issues relevant to the administration of procurement and contracting work for OVW.

The duties and responsibilities for a 1101 Contracting Officer Representative generally include, but are not limited to, the following:

Prepares procurement tracking reports showing status of procurement and budget actions for contracts.

Identifies the trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met.

Review or analyze procurement program and project schedules, technical reports, financial reports, and other pertinent data to determine status of procurement performance.

Verifies that funds are available and being used to support program objectives.

You must be a United States Citizen or National.

You must successfully pass a security/background investigation and a drug screening.

You must be a current permanent Department of Justice employee with competitive status or a CTAP/RPL eligible candidate.

Qualifications

To qualify for the position of Contracting Officer Representative, (GS-1101-11/12/13), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.

If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-09 or equivalent band or level; or its non-Federal equivalent that included experience:

Interpreting Contract Policies and Procedures.

Compiling acquisition information.

Preparing Contract Documentation. OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

To qualify for the GS-12, you must have one year of specialized experience equivalent to the GS-11 or equivalent band or level; or its non-Federal equivalent that included experience:

Participate in preparing task orders for existing Contracts.

Participate in managing a wide range of procurement or contracting programs or projects.

Preparing or reviewing procurement tracking reports. To qualify for the GS-13, you must have one year of specialized experience equivalent to the GS-12 or equivalent band or level; or its non-Federal equivalent that included experience:

Participate in preparing task orders for existing Contracts.

Managing a wide range of procurement or contracting programs or projects.

Preparing or reviewing procurement tracking reports.
