GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.

The Human Resources Generalist, Benefits, under general supervision, performs advanced level Human Resources management work. This position will assist and specialize in benefits administration with a focus on the Family & Medical Leave Act (FMLA), Medical and Mental Health Care Leave for Certain Veterans, Americans with Disabilities Act (ADA), Workers Compensation coordination and TAMUS Benefits. Performs general Human Resources functions to assist with posting, hiring, compensation, onboarding, and performance management.

This position reports to the Unit Chief, Benefits & Leave Administration and work is performed at the TDEM Headquarters located in Austin, Texas.

This position is not a telecommuting position.

**This salary for this position is fixed and is non-negotiable.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

Provides general administration to coordinate and guide TDEM management and agency employees on the process and completion of forms related to the Family & Medical Leave Act (FMLA), Medical and Mental Health Care Leave, and Workers’ Compensation and Americans with Disabilities Act (ADA). May include new medical leave provisions as enacted.

Performs administrative recordkeeping, case management and maintenance for Family & Medical Leave Act (FMLA), Medical and Mental Health Care Leave, and Workers’ Compensation and Americans with Disabilities Act (ADA) for TDEM.

Enters leave entry and processing in Workday for Family & Medical Leave Act (FMLA), Medical and Mental Health Care Leave, and Workers’ Compensation.

Reviews annual recertifications of Family & Medical Leave Act (FMLA) and Medical and Mental Health Care Leave.

Provides routine human resources correspondence and reporting related to Family & Medical Leave Act (FMLA), Medical and Mental Health Care Leave, and Workers’ Compensation and Americans with Disabilities Act (ADA).

Serves as a back-up for facilitating employee assistance and agency’s benefit related events.

Under supervision of subject matter experts seek assistance and guidance, interpreting, analyzing, developing, and proposing solutions by following procedures or applying federal laws, state laws, agency policy and protocols.

Assists in performing administrative work in support of HR programs to include posting, hiring, recruiting, selection, compensation, classification, orientation, performance management and Workday processing.

Contributes to division planning, developing, revising, and implementing HR policies, procedures, and forms.

Performs credential verifications, background screenings, reference checks, I-9 and verifies documentation.

Processes employment verification requests or prior state service requests.

Prepares and maintains employment files and posting files for accuracy and ensures compliance with applicable laws and regulations.

May assist with personnel action form requests and justification memorandums for accuracy, routes requests in DocuSign, and processes personnel changes in Workday.

May assist with offboarding processes and conducting exit interviews.

May review and respond to HR division email account daily reviewing items and routes to appropriate team members as needed.

May assist HR staff members with special projects or assignments to include the TDEM Academy, Student Worker, Fellows Program, and Internship Programs.

Performs other related duties as assigned.

Face-to-face and person-to-person interactions are required.

Maintains regular course of attendance during authorized work schedule.

Ability to travel up to 5%.

MINIMUM QUALIFICATIONS:

Education – A Bachelor’s Degree. An equivalent combination of relevant education and experience may be substituted as appropriate with thirty (30) semester hours equivalent to one (1) year.

Experience – One (1) year of HR related experience.

PREFERRED QUALIFICATIONS:

Bachelor’s degree.

Experience working for a state agency or institution of higher education.

HR related experience, HR college course work or an HR certification.

Proficiency in spreadsheet software and PowerPoint.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of HR management principles, HR core processes, FMLA, ADA, Workers’ Compensation and other federal or state employment related entitlements.

Ability to apply Federal, State Laws and agency guidance to a formal process.

Ability to coordinate with internal and external stakeholders to include but not limited to TDEM staff, TAMUS representatives and vendors.

Ability to timely and accurately administer timelines.

Ability to pay attention to detail.

Skills in oral and written communication including active listening.

Skill in using a computer. Proficiency in Word and Excel.

Skill in multi-tasking, prioritizing and organization.

Ability to create PowerPoint presentations and informative web content focused on HR topics.

Ability to handle competing timelines.

Ability to execute critical thinking when analyzing situations.

Ability to maintain confidential and sensitive information.

Ability to maintain regular schedule of attendance.

Ability to communicate with tact and diplomacy.

REGISTRATION, CERTIFICATION OR LICENSURE:

Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
