Within the Bureau of Professional Development organizes and supports the work related to early intervention (EI) learning and the early intervention comprehensive system of personnel development (CSPD):

Collaborates across child and family serving program areas and state agencies to coordinate the development of state sponsored courses based on theories of adult learning; Collaborates across child and family serving program areas and state agencies to coordinate requirements and development of learning management systems and registration systems; Ensures compliance with federal requirements around CSPD & credentialing of qualified EI personnel that aligns with Ohio’s Early Childhood Core Key Competencies (CKC), Division for Early Childhood of the Council for Exceptional Children (DEC), Institutes of Higher Education (IHE) & other early childhood professional practice organizations; Works with the EI Team, stakeholders & others to conduct biannual Professional Development (PD) needs assessment & develop a written CSPD plan with stakeholder feedback; Serves as direct contact for day-to-day activities with vendors related to early intervention and special education and professional learning; Reviews, approves & denies applications for training Professional Development Units (PDUs); Creates/updates guidance and resource tools for the internal development of high quality professional learning; Serves as the instructional design lead for course development; Provides technical assistance through verbal and written formats for internal and external professional learning development; Maintains detailed records for professional learning lifecycles; Demonstrates a working knowledge of early intervention and special education best practices; Leads the design of new courses and oversees their development to ensure quality of content and delivery; Researches, compiles data, analyzes, reviews, interprets and completes reports regarding the trainings provided; and creates and provides training to Department staff on course creation within the Learning Management System.

Within the Ohio Department of Children and Youth, works to ensure professional learning includes the implementation of adult learning theory:

Identifies, develops and implements quality professional learning opportunities by collaborating with subject matter experts as the instructional design lead during all phases of training and development for new and redeveloped early care and education courses; Ensures professional learning initiatives promote the improvement of practice of early intervention and special education professionals; Catalogs all available professional learning experiences created and/or required by the Department; Establishes internal policies and protocol for collaborating with stakeholders in the identification, creation and implementation of identified professional learning experiences; Design opportunities for stakeholder input and feedback to evaluate professional learning experiences; Implement data systems to manage work and document stakeholder input; Creates/updates guidance and resource tools for the most effective use of the Department’s Learning Management System as a means for engaging learners in an online learning system and a hybrid professional learning system (online and face-to-face); Designs and delivers internal training related to usage of the Department’s Learning Management System, as needed and in various formats; Creates technical and instructional design development criteria based on research and ensures professional development standards are met; and manages currently published courses, the process for updating courses and ensures that courses are aligned to evidence-based practices.

Performs other duties as assigned:

Remains current on early intervention and special education research and evidence based practices, adult professional learning theories and online learning systems by attending professional conferences and workshops; Travels statewide for presentations, conferences, trainings, and meetings.

Hybrid Work Details:

Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY’s Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

Supplemental Information:

Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range 13 (step 1, currently $31.86 per hour) associated with this position.

Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid driver’s license.
