ABOUT US

Alameda County Health Care for the Homeless (ACHCH) is a federally funded health center. ACHCH has been providing health care and case management services to persons experiencing homelessness throughout Alameda County since 1988. We coordinate a network of health centers and community-based organizations to increase access and improve care for people experiencing homelessness. We work closely with community contractors and other partners to strengthen homeless health care services, provide direct services, and ACHCH staff directly provides care alongside staff from contracting organizations. Our mission is to treat people experiencing homelessness with respect and kindness, providing them with the best quality health care possible along with access to social services, partnering with community resources in our common struggle to improve health and end inequality and homelessness.

The POSITION

Under direction of the Health Care for the Homeless Director, to direct, plan, organize, manage, supervise, and oversee the administration of Alameda County Housing and Homeless Services outreach services for unsheltered homeless in Alameda County; develops operational and administrative policies, procures, standards and objectives; and performs related duties as assigned.

Distinguishing Features:

This classification is in H&H ACHCH, a program that provides healthcare and enabling services through county staff and community-based organizations. Behavioral Health Clinical Managers direct and manage programs through supervisory staff; serves in a consultative role to management, community-based organizations, and providers; participate in strategic planning; and develop and monitor outreach contract budgets and work plans.

EXAMPLE OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

•Manages and oversees the administration of ACHCH Outreach Contracts (Mobile Access Points)

•Develops operational and clinical policies, procedures, guidelines, goals and objectives.

•Manages and evaluates administrative, operational, programmatic and financial functions; and ensures the most effective use of staff, financial and other resources to provide for the most effective delivery of services.

•Evaluates program alternatives, funding allocations/sources, service delivery alternatives and other elements for possible program inclusion.

•Directs needs assessment with unsheltered homeless and submits documentation and recommendations.

•Plans, supervises or directs, reviews and evaluates the work of supervisory, professional, technical and support staff; selects staff and provides for their training and professional development; implements discipline as required.

•Actively fostered partnerships and relationships across County departments, with contracted providers, jurisdictional partners, community based organizations, and homeless advocacy organizations.

•Provides administrative supervision of physicians; collaborates with lead physicians on physician/clinical matters.

•Participates in ACHCH, H&H and agency and county-wide strategic planning and task force activities.

•Participates in meetings and planning to integrate healthcare and housing services, community needs assessment and needs of the larger system as a whole.

•Acts as liaison to administration components of other departments and contract agencies; coordinates the activities of programs with other public and private agencies; and meets with citizens' groups regarding planning of inter-agency policies and agreements.

•Ensures compliance with related federal, state and local regulations, as well as departmental and county policies and procedures.

•Developed and updates relevant policies and procedures to support consistency and continual quality improvement efforts.

•Conducts staff meetings and conferences with H&H, ACHCH, and contracted agencies to ensures compliance with quality assurance policies and protocols.

•Prepares a variety of correspondence, narrative and statistical reports, program documentation, policies, procedures, and other written materials.

•Operates a variety of modern office equipment including a computer; may be required to drive a county or personal vehicle to make site visits and attend meetings.

MINIMUM QUALIFICATIONS

Experience:

The equivalent of three (3) years of post-license experience as a behavioral health/mental health clinician providing clinical and/or case management services, of which one (1) year must have been in a supervisory capacity equivalent to that of a Behavioral Health Clinical Supervisor in Alameda County.

AND

Education:

Possession of a master's degree from an accredited school in social work, marriage and family therapy, psychology, counseling, nursing or related field.

License/Certification:

Possession of a valid clinical license from one (1) of the applicable licensing authority: California Board of Behavioral Sciences, California Board of Psychology, or California Board of Nursing. Some positions in this class require a valid California Motor Vehicle Operator's license. Applicants must possess such license prior to appointment to such positions.

Special Requirements:

Experience providing services to vulnerable populations (homeless or indigent).
