BRALOG/SILOG Program Manager

• PM for GSA $5.6M IT Contract for the U.S. Army Military Group Bogotá, Colombia.

• Program to procure / install IT hardware and develop software for Colombian Ministry of Defense.

• Negotiated GSA contract and all subcontracts as well as contract modification.

• Led 30 day BRALOG contract start-up in Bogotá with six local Colombian companies

• Briefed BRALOG start-up plans to U.S. MILGRP and Colombian General Officers and support staff.

Senior Project Manager

• Managed components of several major defense contracts including the Pentagon Command Communications Survivability Program (CCSP) network renovation project and the Navy & Marine Corp Intranet (NMCI) Program worth $4.4 billion.

• Extensive support for design / build of alternate Pentagon Network Operations Center at remote site.

• Hired, trained, and supervised 10 network engineers managing eight subcontractors and 250 personnel at eight naval bases around Puget Sound, Washington and two remote operating locations.

• Supported emergency recover of Hattiesburg, MS Police Station dispatch center after Hurricane Katrina. Analyzed status of equipment that was outdated and in need of restoration and updating. Built temporary dispatch center while recovering original dispatch center.

Contract Manager

• Managed a $42 M contract with AT&T for enterprise-wide implementation of voice and data services, plus several smaller telecommunications contracts, which supported 30,000 corporate users.

• Established and managed working groups to facilitate the collection of requirements from 27 separate and diverse Lockheed Martin companies located throughout the world.

• Managed the development of technical Statements of Work, Requests for Information, and Requests for Proposal and coordinated proposal responses with LM staff and the legal department.

• Ensured all engineering, technical, provisioning, billing, and legal reviews were accomplished and issues successfully resolved between LM and suppliers.

• Conducted contract negotiations with suppliers.

• Provide oversight for provisioning of all telecommunications services to ensure compliance with contracts and requirements.

• Collected and published vendor performance data. Handled contract performance issues from both the Lockheed Martin companies and the vendors. Tracked and ensured contract costs were within limits and reported these to higher headquarters.

• Solved issues relating to the provision of international telecommunications systems. Played a key role in establishing a new telecommunications company within Lockheed Martin to specifically deal with international issues.

LOCKHEED MARTIN TECHNICAL OPERATIONS 1991 - 2000

Capture Manager - Cheyenne Mountain A76 Contract, Colorado Springs, CO, 1999 - 2000

• Established and managed a team of 50 personnel from Lockheed Martin and four venture partners.

• Oversaw the development of a complex, highly visible government contract proposal for the Cheyenne Mountain Communications Outsourcing Contract.

Hardware Maintenance Supervisor, Schriever Air Force Base, CO, 1997 - 2000

• Managed hardware maintenance for the $180M Space Operations and Maintenance (SOM) contract.

• Hired, trained, and supervised 26 computer maintenance, system support, and logistics personnel supporting Air Force mission critical, highly classified computer systems.

• Developed and implemented the contract phase-in plan.

• Ensured sustained system availability of 99.95% or better for national defense mission critical DEC and IBM mainframe systems and multiple Alpha, Gateway, and Micron client/server systems supporting Air Force satellite operations.

• Developed and tracked over 50 monthly metrics measuring all aspects of operations and maintenance performance for seven Air Force customers.

Project Lead and Supervisor

• Oversaw the provisioning of all telecommunications services for two Air Force Space Launch Complexes at Cape Canaveral and Vandenberg AFB. Projects were worth $8 million and $12 million.

• Led a cross-functional team of 40 communications design engineers, technicians, and support staff to implement and integrate all project phases.

• Provided expertise in program management, design, procurement, installation, integration, testing, activation, operations, and maintenance for 14 state-of-the-art communications and computer systems. Ensured all systems met stringent functional and safety requirements.

• Developed and presented monthly and quarterly project status briefings to approximately 100 project stakeholders. Continuously ensured schedule and budget integrity.

Also, held multiple positions of increasing responsibility throughout a 23 year career with the United States Air Force. Last position was as Chief, Network Management Operations – supervised 17 technical personnel in the management of all communications network requirements and operations in direct support of manned and unmanned launches at Kennedy Space Center and Cape Canaveral AFS, Florida.
